There is a bicycle station (Radstation) at the main railway station in Cologne (Kölner Hauptbahnhof) where you can hire bicycles to explore the city:

Opening times:
Mondays to Fridays: 05:30 to 22:30 hrs
Saturdays: 06:30 to 20:00 hrs
Sundays and public holidays: 08:00 to 20:00 hrs
From April to October the bicycle station is also open at the weekends and on public holidays until 22:00 hrs.

You can also take advantage of the 'Call a Bike' service provided by the German railway, starting out at the bigger road junctions. After registering for the service, you will only need a telephone to reserve a bicycle. You will be charged by the minute, up to a maximum charge per day of 9 euros
